Gov. Daugaard Announces $45 Million for Environmental Projects
PIERRE, S.D. – Gov. Dennis Daugaard announced today that the state Board of Water and Natural Resources has approved more than $45 million in grants and loans for drinking water, wastewater, storm water, drainage, landfill, and recycling projects. The board met Thursday and Friday in Pierre.
The $45,018,090 total includes nearly $2.8 million in grants and $42.2 million in loans, with $856,000 of the loan total in principal forgiveness.
“Making grant and loan funds available for these projects will result in better drinking water, improved wastewater, and enhanced protection of the environment,” the Governor said.
The grants and loans awarded by the board are administered through the South Dakota Department of Environment and Natural Resources (DENR).
Grants were awarded to the following:
- Lincoln County: $100,000 grant for Spring Creek drainage improvements
- Rapid City: $637,590 grant for water utility system enhancements
Loans were awarded to the following:
- Aberdeen: $1,040,000 loan for Elm River raw water intake
- Canton: $732,000 loan for Beaver Creek sanitary sewer lift station
- Colonial Pine Hills Sanitary District: $705,000 loan for well filtration system
- Custer: $1,633,000 loan for wastewater system improvements
- Mid-Dakota Rural Water System, Inc.: $719,000 loan for Redfield service area water storage tank
- Millennium Recycling, Inc.: $860,000 loan for equipment purchase
- Mobridge: two loans totaling $1,976,000; includes a $1,212,000 loan for water tower replacement and $764,000 loan for storm sewer
- Tripp County Water Users District: $850,000 loan for Fairfax tower replacement
Loans with principal forgiveness were awarded to the following:
Grant and loan packages were awarded to the following:
- Brookings: $31,600,000 total that includes a $30,600,000 loan for wastewater system improvements and a $1,000,000 grant for a pre-treatment facility
- Dell Rapids: $1,884,000 total includes a $987,000 package for wastewater improvements that includes a $375,000 grant and $612,000 loan; and an $897,000 loan for drinking water improvements, with $250,000 in principal forgiveness
- Niche Sanitary District: $340,000 package for water system regionalization that includes a $25,000 grant and a $315,000 loan, with $225,000 in principal forgiveness
- Roberts County Regional Landfill: $240,000 package that includes a $96,000 grant and a $144,000 loan for equipment purchase
- Southern Missouri Recycling & Waste Management District: $483,000 package that includes a $241,000 grant and a $242,000 loan for construction of a new disposal trench
- Tri-County Landfill Association: $600,000 package that includes a $300,000 grant and $300,000 loan for construction of a new disposal trench
The grants, loans, and principal forgiveness were awarded from DENR’s Consolidated Water Facilities Construction Program, Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program, and Solid Waste Management Program.
The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects, and non-point source pollution abatement projects. The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects.
The grant and loan funds come from dedicated water funding that is deposited in the state Water and Environment Fund.
