Stoplight in Winner to be Studied
WINNER, S.D. – The South Dakota Department of Transportation will conduct a study on the necessity of continuing to have a traffic signal at the intersection of U.S. Highway 18 and Monroe Street in Winner.
The traffic signal was originally installed in 1984. As such, the lighting system is nearing the end of its life expectancy and will need to be replaced with a new system or removed.
On Wednesday, July 25, the signal will be placed into a red-and-yellow flash mode for 90 days.
Highway 18 traffic will move freely through the flashing yellow caution light while traffic on Monroe Street will be required to stop at the flashing red light. Pedestrian crossing buttons will also be disconnected during that period.
According to data gathered by the department earlier this year, traffic volumes at the intersection in Winner have declined to the point where the traffic signal no longer meets specified criteria.
When traffic volumes decrease to a point that a signal is no longer warranted, consideration is given to the removal of the signal studying the intersection to see if traffic operates better with a signal or without it.
While the signal is in flash mode, data is gathered to confirm if the signal is needed or not.
Data collected includes the number of gaps in traffic to enable pedestrians to cross the roadway safely and the average delay per vehicle to ensure that the delay does not increase if the signal was removed.
