PIERRE, S.D. – Gov. Dennis Daugaard has appointed David Westbrock of Madison as a new member of the Department of Labor and Regulation’s (DLR) Workforce Development Council.

Westbrock is a native of Browns Valley, Minn. and graduated from South Dakota State University and the University of Idaho. He previously worked with Kaiser Aluminum, Pacific Power and Light Company, and B-Y Electric. Westbrock currently serves on the Board of Directors at Heartland Consumers Power District headquartered in Madison.

“I look forward to the knowledge and experience Dave has to offer regarding current workforce issues,” said State Labor and Regulation Secretary Pam Roberts. “His experience in the energy industry is a unique asset to the Council.”

The annual election of officers was held at the Council’s quarterly meeting on Tuesday. Warren Lotsberg of Huron was unanimously re-elected as Chairman, and Tom Bohnet of Yankton was unanimously re-elected as Vice Chairman.

The Workforce Development Council was formed in 1994 to plan and evaluate job training and education programs in South Dakota and to advise the governor on workforce issues. Members represent various business, labor and education interests.  A majority of its members are from the private sector. Private sector members include:

  • Sarah Folsland, Rapid City
  • Cal Geis, Belle Fourche
  • Dave Giovannini, Aberdeen
  • Randy Hanson, Brookings
  • D.J. Mertens, Kennebec
  • Wallace Myers, Sioux Falls
  • Shelley Stingley, Sioux Falls
