Gov. Daugaard Signs Water and Environment Fund Legislation


PIERRE, S.D. – Gov. Dennis Daugaard signed House Bill 1098 today, which is a water and environment funding bill to appropriate dedicated funds for water, wastewater and solid waste projects. The bill is also commonly referred to as the Governor’s Omnibus Water Funding bill.


“I appreciate that the state legislature approved the annual water and environment funding bill,” Gov. Daugaard said. “This bill has a long history of successfully helping project sponsors build water, wastewater and solid waste projects that are good for our people, good for the environment, good for economic development, and good for our state.”


HB 1098 appropriates $13 million in dedicated funds. No general funds are used. The funds are awarded to local project sponsors at public meetings conducted by the Board of Water and Natural Resources, and the grant and loans are administered by the Department of Environment and Natural Resources.


In 1992 and 1993, the legislature established the dedicated funding sources for the Water and Environment Fund. The dedicated funding sources for water development are revenues from the Petroleum Release Compensation Tank Inspection fee and the sale of lotto tickets. Landfill and tire fees are dedicated for solid waste and recycling projects.


With this appropriation, $52.8 million has been provided for solid water and recycling projects since 1992 and $242.9 million has been provided for drinking water, wastewater and watershed restoration projects since 1993.
