Janklow Signs 50 More Bills Into Law
(Pierre) – Gov. Bill Janklow announced today he has signed 50 more bills into law.
The bills signed are:
HB 1002 An Act to impose a gross receipts tax on certain visitor-related businesses.
HB 1049 An Act to authorize the use of online reverse auctions for state purchases.
HB 1050 An Act to revise the definition of a grain dealer.
HB 1053 An Act to permit a victim of sliming to request that the defendant be tested for blood-borne pathogens and that the test results be disclosed to the victim.
HB 1054 An Act to require the service of certain documents on the Interim Rules Review Committee a certain time before the committee meets to review the rules.
HB 1079 An Act to revise certain provisions relating to preferential deposits of financial institutions.
HB 1109 An Act to exempt local governments from certain competitive bid requirements.
HB 1116 An Act to prohibit a person from being on the general election ballot for President or vice-president and another office.
HB 1129 An Act to revise certain provisions regarding concealed pistol permits.
HB 1130 An Act to revise the provisions related to the sale of surplus governmental property.
HB 1133 An Act to revise certain requirements for displaying motor vehicles at events.
HB 1134 An Act to revise the time at which bond is required of a surplus line broker.
HB 1149 An Act to revise certain provisions related to the awarding of high school diplomas to certain veterans.
HB 1151 An Act to require the secretary of state to conduct a pilot program granting certain secured parties the ability to file and provide a financing statement for security interest on agricultural lien and to provide rule-making authority to implement the pilot program.
HB 1153 An Act to provide procedural requirements for ineligibility orders issued by the division of insurance and to repeal a surplus line insurer's responsibility to remit surplus lines tax not remitted by an unlicensed surplus lines broker.
HB 1165 An Act to permit more time to file local referendums.
HB 1170 An Act to provide certain provisions regarding assaults against law enforcement personnel and certain emergency personnel and to provide a criminal penalty therefor.
HB 1171 An Act to adjust the salary schedule for the office of state's attorney.
HB 1172 An Act to modify the duration period and signing requirements for vehicle weight restrictions.
HB 1180 An Act to increase the amount of the lien that is permitted on the parents of a minor child for whom legal counsel has been provided.
HB 1187 An Act to allow certain school district transfers.
HB 1188 An Act to revise certain penalties for moving or obtaining a used mobile home or manufactured home without an affidavit from the county treasurer.
HB 1190 An Act to revise certain insurance provisions regarding the surety bonds that are exempt from the requirements of countersignature by resident agents.
HB 1211 An Act to provide for the use of electric personal assistive mobility devices.
HB 1216 An Act to authorize shareholders to vote and to make certain other communications by electronic means.
HB 1222 An Act to provide for the compensation of librarians and library employees.
HB 1234 An Act to clarify that certain political contributions to ballot question committees from association dues and funds are permitted.
HB 1253 An Act to revise certain provisions pertaining to the juvenile corrections monitor.
HB 1254 An Act to revise certain provisions related to livestock auction agencies and livestock dealers and to establish a penalty.
HB 1255 An Act to provide that the provisions limiting the number of retail alcohol licenses that may be issued to one person do not apply to certain additional convention facility on-sale licenses.
HB 1256 An Act to revise certain provisions regarding title insurance reserves.
HB 1300 An Act to clarify the state's sovereign immunity in the courts of other jurisdictions.
SB 17 An Act to revise certain provisions regarding university admission requirements for foreign language instruction.
SB 21 An Act to prohibit tax stamping or payment of taxes on cigarettes or roll your own tobacco products produced by certain nonparticipating manufacturers and to provide for the creation of a directory for compliant nonparticipating manufacturers.
SB 33 An Act to revise the state trunk highway system.
SB 42 An Act to revise certain provisions regarding the registration of sex offenders.
SB 43 An Act to permit the recording of certain deeds to or from the State of South Dakota without platting.
SB 48 An Act to expand the Board of Pardons and Paroles to nine members.
SB 49 An Act to authorize inmates to waive parole hearings.
SB 55 An Act to revise the circumstances under which certain financial instruments are presumed abandoned.
SB 72 An Act to provide for a renewal fee for nonresident insurance producers and to revise the renewal period for resident insurance producers from annual to biennial.
SB 73 An Act to prohibit the sale of prepaid adult entertainment cards and to provide a penalty therefor.
SB 93 An Act to establish certain requirements for genetic testing.
SB 95 An Act to revise the total amount of revenue payable to counties from taxes on real property.
SB 96 An Act to limit the damages that may be awarded in a medical malpractice action against an optometrist.
SB 107 An Act to provide for the transfer of certain statutes regarding domestic abuse.
SB 114 An Act to revise certain provisions relating to township meetings.
SB 134 An Act to revise the authority of the South Dakota Student Loan Corporation and the South Dakota Housing Development Authority regarding private activity bonds.
SB 146 An Act to revise the issuance and validity of certain fall three-day temporary nonresidence waterfowl licenses.
SB 169 An Act to amend the Uniform Limited Partnership Act to provide limited liability limited partnerships.
With these actions, the Governor has signed 148 bills into law, allowed 1 to become law without his signature and issued 2 vetoes and 4 style and form vetoes during the 2002 Legislative Session.
