Gov. Rounds Recommends More Than $400,000 for Environmental Projects

PIERRE – The state Board of Water and Natural Resources approved more than $400,000 in grants and low-interest loans for two solid waste management projects when the board met Thursday and Friday.

In making the recommendations, Gov. Mike Rounds said, “It is important to be able to make grant and loan funds available. These community projects will result in better services for residents and better protection for our environment.”

The $412,700 total includes one grant and two loans from the Solid Waste Management Program.

The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects. The legislature appropriates Water and Environment Funds annually to this program through the Governor’s Omnibus Water Funding Bill. Solid Waste Management Program awards include:

The city of Belle Fourche wants to purchase a new garbage truck for its solid waste collection program to replace an old, unreliable truck.

The new truck will cost an estimated $220,000. The Solid Waste loan will be at 2.5 percent for five years.

The Custer-Fall River Waste Management District has made several improvements over the past two years to upgrade its landfill facility near Edgemont to allow for disposal of more waste volume. The district now seeks financing to construct a new disposal cell. The facility became permitted in July 2007 as a Type IIB municipal landfill, which allows it to accept up to 24,999 tons per year. Prior to that, the facility could accept only up to 7,299 tons per year.

The estimated cost of the landfill expansion project is $277,972. The Solid Waste loan will be at 2.5 percent for three years.
