DENR Board Approves $1.2 Million For Water and Waste Improvements

PIERRE – The Board of Water and Natural Resources approved 12 grants and loans totaling nearly $1.2 million when the board met Thursday and Friday in Pierre. Gov. Bill Janklow recommended funding for the projects.

The $1.2 million total includes a $350,000 Drinking Water State Revolving Fund (SRF) loan, a $200,000 Clean Water State Revolving Fund loan, a $150,000 Consolidated Water Facilities Construction grant, and nine Solid Waste Management Program grants and loans totaling $453,780.

The $350,000 Drinking Water SRF loan is to help Nisland replace the community’s water distribution system. This loan is in addition to a $300,000 Consolidated grant awarded by the board in June. The loan is at 0 percent for 30 years.

The $200,000 Clean Water SRF loan is to the Wall Lake Sanitary District to expand its sewer collection system to the remaining nine homes and business within the district not currently connected to the central collection and treatment system. The loan is at 3.5 percent for 20 years.

The $150,000 Consolidated grant is to Philip to replace three miles of old drinking water distribution pipelines before the community is connected to the West River/Lyman-Jones Rural Water System.

The nine Solid Waste Management Program grants and loans totaling $453,780 include a $100,000 loan to Millennium Recycling, Sioux Falls, for a baling conveyor and sorting system; a $50,000 grant to Sioux Falls to help fund a five-county regional household hazardous waste facility; a $35,000 loan to TKS Services, Inc., Pierre, for a new baler for recycling; a $75,000 grant to Watertown to expand its yardwaste composting area; a $20,000 grant to Belle Fourche to purchase an alternative daily cover machine for the landfill; a $15,000 grant to the Northwest Regional Landfill near Bison to purchase solid waste dumpsters; a $20,000 grant to the Southern Missouri Waste Management District, Inc., at Lake Andes, to purchase an alternative daily cover machine for the landfill; a $110,000 loan to the Tri-County Landfill Association to dig a second disposal trench at the site near Pukwana; and a $28,780 grant to Vermillion to purchase a roll-off truck, containers and a scraper for use at the landfill.

The Drinking Water SRF loan program provides low interest loans for public drinking water system projects. The Clean Water SRF loan program provides low interest loans for wastewater and storm sewer projects. The Consolidated program provides grants and low interest loans for water, wastewater, and watershed projects. The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects.
