Proclamation by President Bush orders flags to be flown at half staff to observe Memorial Day and designates the National Moment of Remembrance
 
PIERRE, S.D. – A proclamation has been issued by the White House, proclaiming Memorial Day, May 29, 2006, as a day of prayer for permanent peace, designating the National Moment of Remembrance to begin at 3 p.m., local time, and ordering the flag of the United States to be flown at half staff until noon on Memorial Day.
 
President Bush also requests the people of the United States to display the flag at half staff from their homes for the customary forenoon period.
