Governor Rounds announces new Banking Division director

PIERRE – Gov. Mike Rounds announced today the selection of Roger Novotny, Aberdeen, as the new Banking Division Director in the Department of Revenue and Regulation.  

“I am very happy that Roger has decided to come back to Pierre and serve as our Banking Division Director,” said Gov. Rounds on the announcement.  “He brings more than 30 years of extensive administrative and management experience in both government and private sector jobs.”

Mr. Novotny joins the Department of Revenue and Regulation after serving as the Senior Vice President and Chief Operating Officer of Aman Collection Service in Aberdeen.  His responsibilities included managing all operational, finance, technological and strategic work groups as well as leading a workforce of more than 300 people.  From 1998 to 2001, he served Aman as the Vice President of Contract Collections.  

According to Novotny, “I look forward to working with the administration, staff, commission, industry and legislature in continuing an environment that promotes a stable, safe and effective financial business atmosphere in South Dakota." 

Prior to joining Aman Collection Service in 1995 as the Government Relations Manager, Novotny served in various management positions within the South Dakota Department of Revenue.  He served as the Division Director in the Motor Fuel Tax Division from 1972 to 1976; Director of the Sales Tax Division from 1976 to 1993; and the Director of the Business Tax Division from 1993 to 1995.  

Novotny and his wife, Nila are both lifelong citizens of South Dakota.  They have been married for 32 years and have two children.  Jill is an optometrist living in Vermillion and practicing in both Sioux Falls and Sioux City.  Her husband, Tom Hart, is attending law school at USD.  Their son Steven graduated from USD and is engaged in a home healthcare business in Pierre.

Novotny begins his new duties on February 15.
