Gov. Daugaard Names Mark Salter To Second Circuit Court Bench
PIERRE, S.D. – Gov. Dennis Daugaard announced today that he has named Mark Salter of Sioux Falls as a circuit judge in South Dakota’s Second Judicial Circuit.
Salter will take the place of Judge William J. Srstka, who will retire at the end of the year. The Second Circuit includes Minnehaha and Lincoln Counties.
“Mark Salter is a distinguished attorney with a strong record in private practice and in the public sector,” Gov. Daugaard said. “Mark has served as an assistant U.S. Attorney in administrations of both parties, and he is held in exceptionally high regard by judges and lawyers who have worked with him.”
“I am very honored to accept this appointment,” Salter said. “I appreciate the confidence that Governor Daugaard has shown in me. I am anxious to work for the people of South Dakota as a circuit judge.”
About Mark Salter
Salter was born in Huron and is a graduate of Parker High School. He earned his bachelor’s degree from South Dakota State University in 1990, and was a Thomas Sterling Honor Graduate of the University of South Dakota School of Law in 1993.
Salter is a veteran of the U.S. Navy. He served on active duty from 1994-1997 as a member of the Judge Advocate General (JAG) Corps. He was honorably discharged earlier this year from the U.S. Naval Reserve with the rank of lieutenant commander.
After leaving active duty, Salter joined the Cutler & Donahoe law firm in Sioux Falls, where he became a partner and focused on civil and business law. While at Cutler & Donahoe, he also served for a year as Turner County deputy state’s attorney.
Salter joined the U.S. Attorney’s office in 2004, and he has been the chief of the office’s appellate division since 2009. Salter has worked during the tenures of U.S. Attorneys Jim McMahon, Marty Jackley, and Brendan Johnson. Salter has also worked as an adjunct professor at the USD School of Law, teaching advanced criminal procedure.
Salter and his wife, Sue, have four children. They are members of Holy Spirit Catholic Church in Sioux Falls.
