Gov. Daugaard Announces $4.9 Million for Environmental Projects

PIERRE, S.D. – Gov. Dennis Daugaard announced today that the state Board of Water and Natural Resources has approved $4.9 million in grants and loans for drinking water, wastewater, storm water and recycling projects. The board met Thursday and Friday in Pierre.

“I am pleased to announce that this money is available to assist local governments,” said Gov. Daugaard. “Grant and loan funds will result in better drinking water, improved wastewater treatment and enhanced protection of the environment.”

The $4,907,800 total includes $1.56 million in grants and grant amendments and $3.3 million in low-interest loans, with $950,000 of the loan total in principal forgiveness.

The grants and loans awarded by the board and are administered through the South Dakota Department of Environment and Natural Resources (DENR).

Grants were awarded to:

  • Mitchell, $230,000 grant for purchase of a landfill compactor
  • Rapid City, two grants totaling $400,000, which includes a $100,000 grant for a secured 24-hour service area and a $300,000 grant for a scale house, a commercial hauler scale, and residential scales
  • South Eastern Council of Governments (SECOG), $225,000 grant amendment for solid waste management revolving loan program
  • Walworth County, $112,400 grant for new landfill cell construction
  • Watertown, $296,400 grant for new landfill cell construction

Loans were awarded to:

  • Dupree, $450,000 loan for wastewater system improvements
  • Summerset, $79,000 loan for drainage improvements
  • Winner, $450,000 loan for chlorine building replacement

Loans with principal forgiveness were awarded to the following:

  • Letcher, $775,000 loan, with $275,000 in principal forgiveness, for wastewater system improvements
  • Wakonda, $529,000 loan, with $195,000 in principal forgiveness, for a lift station replacement and wastewater collection system video inspection
  • Woodland Hills Sanitary District, $780,000 loan, with $480,000 in principal forgiveness, for water system improvements

Grant and loan packages were awarded to:

  • Java, $141,000 for water meter improvements that includes a $25,000 grant and $116,000 loan
  • Southern Missouri Recycling and Waste Management, $440,000 for replacement of solid waste baler with a baler and bagging system that includes a $275,000 grant and $165,000 loan

The grants, loans and principal forgiveness were awarded from DENR’s Consolidated Water Facilities Construction Program, Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program and Solid Waste Management Program.

The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater and watershed projects statewide. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects. The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling and waste tire projects.

The Legislature annually appropriates dedicated water and waste funding for the Consolidated and Solid Waste programs through the Governor’s Omnibus Water Funding Bill.
