State, Yankton County To Offer EOC Training

PIERRE, S.D. – South Dakota’s Office of Emergency Management (OEM) and Yankton County Emergency Management will hold a workshop this Thursday designed to train local responders on how to set up and operate a local Emergency Operations Center (EOC) during emergencies and disasters.

EOCs are sites where agencies work together to provide coordination and communication to responders, the public and others impacted by a natural disaster or another emergency incident. An EOC can also provide additional staffing and resources to local emergency managers or others who are leading the response effort. While the local EOC sites are selected by local officials, the state’s Emergency Operations Center is located at the Mickelson Law Enforcement Training Center in Pierre.

“With spring flooding a possibility again this year, we have been talking to county emergency managers about what preparations or training were needed at the local level,” said state Office of Emergency Management Director Tina Titze. “Training on Emergency Operations Centers was identified as a way the state could help local jurisdictions that might face flooding or other disasters.”

Workshops have already been held in several counties with more being scheduled. The workshops are funded by OEM and conducted by Blue Cell LLC, the OEM’s training contractor. Counties had the option of participating in the project. Yankton County’s Emergency Management office is organizing its local workshop.

“Each workshop consists of three hours of information and education on how an Emergency Operations Center works and there is an exercise where the participants can use what they learn,” Titze said. “We have received many good comments on the training. It has been a good partnership between the state and counties.

The Office of Emergency Management is part of the South Dakota Department of Public Safety.
